Rahul Khullar, the Secretary of Commerce said this while speaking to
reporters, which is in complete contrast to the stand taken by the
Textile Ministry. .
Khullar was of the opinion that the Commerce Ministry tries to have an
unrestricted policy with regards to exports and they would rather have
a system where nobody needs to take permission either to import or
export..
Initially on April 19, the government stopped registering new cotton
exports contracts and at the same time levied an export duty. From May
21 onwards, exports were permitted, but by taking a license from the
government. .
India has had a bounty cotton crop this year. Estimates of the Cotton
Association of India (CAI) place cotton production in the 2009-10 crop
year at 30.55 million bales.
