What this stage involves
Industrial land from IDA. Land in the industrial zones is offered in rounds through the Egypt Industrial Digital Platform, with applications made online and results announced after each round. The August 2026 round offered 540 plots covering more than 5.7 million square metres in 20 industrial zones across 15 governorates, with plots set aside for specific industries, textiles among them.
Lease-to-own. Under the lease-to-own system introduced in 2026, you lease the plot for up to 21 years at an annual rent of 5% of the land price, rising 10% a year, with the land price revalued every seven years. Once the factory is operating and licensed, you can buy the land; the rent you have paid is deducted from the price and the balance is paid in three annual instalments.
Building milestones. IDA plots come with a 24-month timetable: building permit within 6 months, foundations within 12, construction within 18, and operation with industrial registration within 24. If a stage is missed, the land can be withdrawn. Under the Investment Law, an allocation also lapses if you do not take over the land within 90 days of approval, or do not start the project within 90 days of receiving it.
Free zones and SCZone. In a public free zone, land or built space is allocated by GAFI as part of the free-zone approval. In SCZone, land is available on usufruct for up to 50 years, renewable. Ask the zone authority whether ready-built units are available — they can save a year of construction.
Buying or leasing an existing factory. This is the fastest route, but check carefully: the title to the land and building, whether the licences can pass to you, any debts or tax liabilities, environmental compliance, and obligations to existing workers.
